What is this Unique Thrift Store Find?

Every once in a while I find something at the thrift store that leaves me without a clue.
What is this Unique Thrift Store Find?
This is the question of the day...
Does anyone know what this is? It's about 6" tall.
I posted it on the Homeroad Instagram and everyone told me it was a flower frog. I can totally see that but first, I had a few ideas of my own... 
Maybe it could be an office supply organizer?

Or how about maybe a makeup brush holder?

No? How about maybe a place to dry paint brushes?
Place to dry your paintbrushes in the craft room.
I really didn't know. I imagine it would be good for any of these things or maybe something else? 
My best guess (before I asked) was also a flower frog.  
I'm going to use it for faux white tulips which happen to be my favorite flower. I guess for real flowers you would drop it into a vase??

  3. I suspect this might have had glass tubes inserted at one time to hold individual flower stems and you might still be able to find such tubes perhaps at a laboratory supply outlet.
